Mr. Brainard argues that climate friendliness is a traditional part of Republican policy. He was part of the “State, Local, and Tribal Leaders Task Force On Climate Preparedness and Resilience,“ which was established by President Obama as part of his climate action plan.

With Mr. Brainard as Mayor, the city of Carmel has developed from a driving to a walking and bicycling city. The city won several prices for its environmental policies and was voted the “Best Place to Live in United States“ by CNN Money in 2012.
